Prescribes > license application, issuance, and renewal requirements. Prohibits > transferring or receiving a qualifying firearm unless the recipient presents > a valid firearms license, the license is verified, and the dealer records a > tracking authorization number. Prescribes firearms transfer reporting and > record keeping requirements.
