Last nite i was putting on my new adjustable spring plates that went ok! But the new spring plate bronze cover i got never sits flat on the torsion housing when i tighen it all the way down it lock up the spring! when i screw the set screw in and then back it off it wont let the plate come back down. Do i need shim this plate cover? Is this the norm? for most people that have put these on there car? If not what should i do?

Sounds like the cover is bottoming out against the springplate, you will need to shim. Take the cover back off and look at the bronze bushing to see if it is making contact with the weld bead or plate.

Are you using the spacers between the plates and the chassis?

It's been years since I put mine on, but as I recall, I ended up with two washers per bolt on one side and three per on the other.  I set them up to be as tight as possible and yet still move freely without the torsion bar and then reset them up with the torsion bars in.
